The purpose of this exhibit is to study the charity tax stamps of Persia issued and used between 1918 and 1921. The famine started with the drought and poor harvest in 1917, but it spread and was prolonged due to effects of World War I and occupation of north western region of Persia. In order to help the needy and raise relief fund, a compulsory tax in the form of the charity stamps were issued in the capital, Tehran, as well as the major north western cities of Rasht, Khoy and Tabriz, which were hit hardest by the famine. The tax was levied on letters, telegraph, parcel post receipts, and legal documents.
